- The Passaic Valley Sewerage Commission should provide the fossil fuel backup power specification including power requirements, cost, contract life, reliability, allowable pollution and other relevant factors.
- The renewable energy advocates should use this specification to propose the method of using wind and solar to provide the backup electricity.
- A comparison of the fossil fuel and renewable generation methods can easily be made then.
