Should Atlantic County Prosecutor Lock Up Criminals And Let Politicians Fix “Homeless” Problem?

Two years ago, Republican Senator Vince Polistina was the only Republican Senator to vote for the state budget of Democrat Governor Phil Murphy.  Polistina said his vote was needed to persuade Murphy to appoint Brigantine attorney Will Reynolds as the new Atlantic County Prosecutor.

As Prosecutor, Reynolds has made “homelessness” his top priority.  Last Friday, Reynolds published a “call to action” on homelessness in the Press of Atlantic City.

In his “call to action” Reynolds said he attended 59 “outreach events” to meet the homeless, “often under and around the Atlantic City Boardwalk”.

Reynolds called the “homeless and at-risk populations “the most vulnerable members of our community”. He said,

“They are victims of crime. They are witnesses to crime. In many cases, they find themselves committing crimes simply to survive”.

Reynolds observed that most “are nearly impossible to connect with, which impedes the prosecution of serious cases”. He said many “are under the influence of substance abuse and mental illness” and are “almost impossible to connect with”.

“Homeless defendants rarely attend court voluntarily and are unable to comply with treatment plans and other conditions of release or probation. . .

“Currently the homeless population of Atlantic City reflects a revolving door of approximately 250 individuals. . . “

According to Reynolds, the “solution” is for Atlantic County taxpayers to provide “immediate housing for homeless individuals without preconditions. . . In Newark, a hotel was purchased and used. . . If we are to solve the homelessness crisis with dignity, respect and compassion. This starts with insuring they have access to basic health care and housing. . . “

Is this an effective way to deal with this problem?  Is this a job that should be done by Atlantic County’s chief law enforcement officer?

The first problem is that freedom can only be enjoyed by those who accept certain responsibilities.  Until the 1970’s people who could not meet those responsibilities were not allowed to enjoy freedom.  Those who were mentally ill were confined to institutions to protect them and everyone they came in contact with. Those who committed crimes, whether with or without alcohol or drug abuse were confined in jails and prisons, where they could also receive treatment.

Beginning in the 1970s, laws and policies were changed to allow the mentally ill and chronic alcohol and drug abusers to live in our streets, parks, vacant buildings and under our Boardwalks.  The result has been increased crime, vandalism, fires, and the destruction of the American city.  This has been especially destructive to Atlantic City, which depends on offering tourists clean and safe beaches, Boardwalks, streets and parks.

Shouldn’t our Prosecutor be demanding new laws and policies to confine those “250 individuals” in Atlantic City who are unwilling or unable to accept the responsibilities of freedom?

While Atlantic County’s Prosecutor has been focusing on homelessness, Atlantic City is suffering from a pandemic of violent crime.

Last September 17th, the 17 year old son of an Egg Harbor Township couple returned home battered and bruised. He told his parents that he had been beaten and robbed of $250 the night before while on Ventnor Avenue in Atlantic City between Dover and Annapolis Avenues.

The boy’s parents had no confidence that law enforcement would investigate the case and identify their son’s attackers.  They and their son then went to the scene of the attack the following day.  There, they saw the four teenage attackers sitting at a table in front of the Southside Pizza Restaurant on Ventnor Avenue.

The parents then photographed the four teens with their cell phone.  Two of the teens then ran across Ventnor Avenue and pulled out handguns.  At that point, father pulled out his handgun.  The two teenagers across the street then started shooting at both parents.  The mother was shot in her forearm. The father was hit three times in his arm and left leg. The teenage shooters ran for cover in a closed barber shop nearby as the father returned the fire.  It is undisputed that the teenagers pulled out their guns and shot first.

However, that father  and both teenagers are now in jail awaiting trial. The father, as an adult, is obviously facing far more severe punishment than the teenagers who beat and robbed the man’s son the night before, and who were the first to take out handguns and open fire.
