Broad Consensus On Need To Reclaim Public Space From “Homeless” In Atlantic City

Above Image: After months of discussion, we agreed on 11 basic goals for 2025. Our Goal #9 is:  “Protect Public from “Homeless”:  Restrict the freedom of “homeless who deny clean and safe parks, sidewalks and other taxpayer funded public spaces to others. Institutions for mentally ill. Jail for criminals. Shelters only for temporary poor.”

Last month, Atlantic City Councilman Jesse Kurtz, a Republican, and Councilman Kalem Shabazz, a Democrat, worked with the administration of Mayor Marty Small, also a Democrat to address this issue.

They drafted an ordinance which recognized that: “The presence of shopping carts and unattended personal belongings on the Boardwalk and in public parks creates hazards, obstructs pedestrian traffic, and poses potential security risks.”

The proposed ordinance would make it unlawful for anyone to “bring, possess, or use a shopping cart on the Atlantic City Boardwalk or in any public park”.  It also provides for the confiscation and removal of any unattended “luggage, backpack, container or similar personal property” left “on the Boardwalk or in any public park”.

Exceptions are made for “individuals using wheeled assistive dvices for mobility assistance” and “authorized venders or businesses with a valid permit issued by the City.

It is hoped that this ordinance will discourage “homeless” from using this dedicated public space as their personal living areas.

The ordinance was introduced with a 5-4 vote on February 19.  Council members Kurtz, Lacca, Marshall, Shabazz, and Randolph voted “yes”.  Three voted no and one abstained. The ordinance is up for second reading tonight, March 19, 2025.
